Oh wow, maybe that was the whole problem then. Maybe the 2708 was ok but I needed to supply +12 and -5 to it. I guess that's what some of the wires on back were for. There were two going to a connector from pin 21 and 19 it looks like but I have since removed them when rewiring for the 2716.
Well.... haha I guess it's better with a 2716 anyway.
