There is also the SN76489. They are inexpensive, small, capable and seem to be readily available.

Hi Grant, did you ever resolve this? What happens if you connect pin 9 of U10 and pin 1 of U11?

I'd take the shift-lock key and the space bar key cap + balance bail (the metal lever that allows off-center use of the space bar.).

Is the 600B not working?
