Funky 540 Video board on 4P

I am unfortunately having an issue with my 4P. It was working fine about a month ago, but today when I went to power it up to test some disks the screen was quite funky. It's like a single line of random characters (although it seems the random characters are the same on each power up) with the screen scrolling super fast vertically, therefore it seems like the screen is full of the same line of characters repeating. Thats the best way I can describe it.
Doing a reset produces a blank screen. Through swapping boards around with my 2P I have narrowed the cause down to the 540 video board.
I now have my two machines, the 2P and the 4P, setup identical with no other cards installed except the 540 video cards, so I can cross check between the two. The 4P video card of course has the colour circuitry installed which makes it a little different from the 540 in the 2P.
So far I have checked the main clock and it seems to be pulsing normally. The bad 540 board produces the same symptoms when installed in both the 2P and 4P, so I think this can eliminate any power supply issues.
I have a multimeter, logic probe and an O-scope to test with. Hoping that someone could point me to the right area of the board for testing.
